• Why not? There’s literally nothing stopping them from changing the ending aside from budget constraints. Tons of anime completely change the ending.

• Fair, it’s been so long since I watched it I forgot it doesn’t go very far. Thinking back I didn’t watch much ecchi because the trope of the MC being too shy to go all the way always annoyed me.
