I don’t get it, what would the city base a fine on? If not part of a HOA, then what’s the legal mechanism to be able to issue a fine?

No no no. We’re one people, not a reddit vs lemmy side. That would mean the death of the platform in the long term. People coming from centralised platforms is the whole idea of building the fediverse. Isn’t that right?
What happens if you just ignore the letters? Can the city just evict you from your own property?
