In English, a “request” implies some asked something of someone/folks. A “wish/hope” is simply a desire [that would have been preferred]. The latter here makes sense given the director cannot control what the publisher does, thus it isn’t “unprecedented,” 「もう手遅れなので」。
It reads to me like he’s making the request to the audience, not to the publisher. The 「もう手遅れなので」 is referring to the video having been uploaded, not to everyone having already seen it.
